James D. Webber

Mr. Webber is a seasoned economic and regulatory consultant with over 30 years of experience in telecommunications and other utility industries. He holds both a Bachelor and Master of Science in Economics from Illinois State University and became a Certified Fraud Examiner in 2023. Throughout his career, Webber has developed deep expertise in cost-of-service analysis, auditing, business-case modeling, rate regulation, pricing strategies, contract negotiations and management as well as fraud investigation. As an experienced expert witness and Certified Fraud Examiner, he also manages client engagements that oftentimes involve or anticipate civil litigation.

Prior to joining Aperture, Mr. Webber had served as a Partner and Senior Vice President at QSI Consulting, Inc. since 2007. At QSI, he managed high-level consulting engagements for leading communications companies such as AT&T, Comcast and Zayo, as well as state and federal agencies and energy services companies. Those engagements involved contract management, cost and pricing analyses, network deployment, policy analysis, and commercial litigation, among others. Before joining QSI, he held key management roles at AT&T, ATX/CoreComm, and the Illinois Commerce Commission, and was an owner-operator in two start-up companies in the communications space giving him a comprehensive understanding of business management, and the regulatory landscape from corporate and regulatory agency perspectives.

As an expert witness, Webber has participated in over 100 legal – civil and administrative law – proceedings, providing oral testimony and written expert reports on complex matters including billing disputes, economic damages, interconnection agreements, call routing, and public policy. He has testified before federal and state courts, utility commissions, and arbitration panels across the United States. His ability to analyze technical details and present clear, defensible economic conclusions has made him a trusted expert in high-stakes litigation.
