Michael Starkey

Michael Starkey is an Executive Vice President – Economic Consulting with Aperture (formerly QSI Consulting).

Mr. Starkey's expertise in industrial organization and network-related industries is rooted in his previous employment. Mr. Starkey served as an executive and senior economist for regulatory agencies including his role as Director of the Maryland utility commission's Telecommunications Division, as Senior Policy Analyst for the Illinois Commerce Commission's Office of Policy and Planning, and Senior Economist with the Missouri Public Service Commission.

Mr. Starkey has been a practicing consultant since 1996. During that time, Mr. Starkey has advised some of the world's largest organizations including AT&T, Charter Spectrum, Comcast, Google, SiriusXM Radio, Smithfield Foods, T-Mobile, the United States General Services Administration, and the U.S. Department of Defense. Mr. Starkey is a nationally recognized expert on the communications industry, particularly as it relates to the interconnection arrangements between competing carriers and the industry's underlying technological, economic, and regulatory framework.

Mr. Starkey is often asked to share his expertise and experience as an expert witness not only within the communications industry but also as an expert in financial modeling and commercial damages for all types of businesses. Having provided testimony in more than 150 proceedings before administrative agencies, state and federal courts, and numerous other adjudicatory bodies (both domestic and foreign), Mr. Starkey has deep experience in all aspects of complex, commercial litigation.
