Torrey Phillips is a licensed General Contractor, Mold Assessor, and Home Inspector in the state of Florida. He is a Senior Construction Consultant at CCA with over 20 years of experience in construction management, construction project cost consulting, forensic investigations, and insurance claims assessments. Torrey combines hands-on building knowledge with deep technical insight to evaluate construction defects, storm damage, and building failures across a wide range of property types.

At CCA, Torrey conducts forensic inspections and develops expert reports related to building envelope issues, water intrusion, structural failures, and repair scopes. His work supports legal teams, insurance carriers, and property owners through all phases of claims and litigation, from damage assessments to deposition and trial testimony.

Torrey’s career spans consulting roles with top national forensics firms and years as a self-employed general contractor. He has evaluated hundreds of structures—from high-rise condominiums and commercial properties to municipal facilities and storm-damaged homes—and brings practical clarity to complex disputes. His project experience includes post-fire evaluations, multifamily moisture intrusion investigations, and large-scale hurricane recovery efforts.
