Patrick Phipps

Patrick Phipps brings more than 27 years of utilities industry experience to Aperture’s Economic Consulting group. He specializes in expert and technical consulting services, litigation and regulatory support, project management, economic analysis and modeling, business planning, and regulatory compliance. Mr. Phipps has helped a wide array of utility industry stakeholders develop solutions for the telecom, energy, and maritime shipping industries, including public utilities, state regulatory commissions, attorneys general, consumer advocate groups, and Federal Executive Agencies.

Mr. Phipps has testified on regulatory issues facing network industries before state regulatory commissions, the Illinois House Subcommittee on Telecommunications, and in Federal district court, and has co-authored expert reports and comments filed in proceedings before the Federal Communications Commission (FCC) and Canadian Radio-Television Telecommunications Commission. His professional experience includes serving as a Rate Analyst and Policy Advisor at the state public utility commission of Illinois, Director of Regulatory Affairs for a nationwide telecommunications company, founder and manager of a rural telecommunications company, and more than 21 years as a consultant serving clients in the utilities sector.
